France’s national quantum strategy is built around several clear pillars: research, industrialization, post-quantum cryptography, communications and quantum sensors. Since the launch of France 2030, more than €1 billion in public money has already been committed, with 80 projects supported and 350 useful qubits developed to date, with a target of 2,000 within two years. The flagship program PROQCIMA aims to create, by 2030, at least two universal quantum computer prototypes with 128 logical qubits, then scalable to 2,048 qubits by 2035. This initiative follows the major international plans (United Kingdom, Germany, Japan) while betting on a competitive and collaborative approach between startups and public centers. As a result: France has become one of the European leaders, third in the world in fundraising for QT startups (€350M raised), and second in valuation after Canada. In parallel, it excels in post-quantum cryptography, quantum networking, and talent development, on an upward slope of the R&D–industry continuum. The national quantum plan reflects a strategic ambition: technological sovereignty, industrial transition, and European influence in Deep Tech.
